Estates Officer

An exciting opportunity has arisen to work with Harborough District Council in The Symington Building.
Reporting to the Service Manager – Property, you will be the Council’s professional technical lead on property and estate management services. You will support the development of the Authority’s Corporate Asset Management Plan and review property holdings and ensure economic, efficient, and effective use and management of property.
You will oversee the continual development of Council-wide asset management strategies, policies, and procedures to ensure that the land and property estate is properly aligned with the delivery of the Council priorities in the Corporate Plan and Asset Management Plan.
Conducting regular reviews of the portfolio to identify risks and opportunities, analyse the information and make recommendations to senior management (CMT), including the identification of opportunities for disposal and acquisition.
Day-to-day requirements are to undertake and oversee property management activities including, but not limited to securing sites, boundary disputes, addressing encroachments, negotiating and issuing licences, identifying ownership and tenure, establishing liability for repairs and serving appropriate notices.
You will manage your own caseload of Landlord and Tenant work and general transactional work and assist and support other team members.
The successful candidate will Ideally be a full member of RICS and have a property related degree or equivalent qualifications, or equivalent experience. Experience of work planning and management, experience of undertaking options appraisals and feasibility studies along with negotiation of lease terms, landlord and tenant issues and legal liabilities are essential. Experience of rent valuations is desirable.
You will have proven experience of working with computerised systems including diary management and email. Your attention to detail, the ability to learn quickly and your adaptable approach is essential. You will be keen to put forward your suggestions for changes or improvements to service delivery for the benefit of our customers, and you will have demonstrable experience of working in a large team environment.
