You will be the principal advisor on financial and resource related matters and undertake the role of Chief Finance Officer. Working with your service managers you will need to provide inspirational leadership to your service areas – Finance, Assets, Environmental Services and ICT. You will also be responsible for the Council’s approach to commercialisation and embedding this across the organisation. You will need to bring creativity and innovation to drive change in a collaborative manner, in addition to your experience of ensuring the delivering of capital programmes and managing complex budgets that reduces cost and creates income generation opportunities. 

The Council has an exciting asset development programme and is just completing delivery of a £7million Grow on Centre for local young business to be able to develop and expand, bringing jobs and opportunities to the local economy. We have also been building houses for private sale and social housing to generate income and meet the local housing demand. More recently the Council set up Harborough District Commercial Services Ltd which now owns two retail properties in the town centre. This role will need to ensure that the Council’s corporate plan and ambitions will be underpinned by sound financial management set out in our Medium Term Financial Plan. 

The ICT service plays a key role in the Council’s Smarter Service programme which seeks to ensure we are making the best use of new technology, existing technology and ensuring processes are as efficient as they can be through agile and collaborative working. As Chief Officer overseeing ICT you will ensure the service is able to meet the demands of its customers and influence the direction the Council takes on Smarter Services. 

An important element of this Chief Officer post is to promote the commercial approach to service provision even further, realising opportunities and ambitions to generate income, moving us towards financial sustainability.
